Study visit to the United States on law and technology

A Georgian delegation drawn from six universities, Sulkhan-Saba Orbeliani University among them, spent two weeks in the United States from 8 to 22 November 2025 on the study visit of the University Capacity Building Program. Its subject was the intersection of law, technology and research management: LegalTech, artificial intelligence and cybersecurity in legal research and higher education.

The university came to the programme with its AI Policy and LegalTech master’s course, launched in 2025, and used the visit to measure that course against how the same subjects are taught in the United States.

The first week, in Washington, D.C., covered research administration and the use of artificial intelligence at George Washington University; the graduate law programmes and the Center for Law, Science & Innovation at Georgetown; the Rising for Justice law clinic and the intellectual property practice of Smith, Gambrell & Russell; artificial intelligence policy and the cybersecurity institute at the University of Maryland, Baltimore County, together with the Francis King Carey School of Law in Baltimore; and, at the Antonin Scalia Law School of George Mason University, sessions on training lawyers in technology and on legal technology in national security law.

The second week, in Georgia, began at Emory University with its research enterprise and the use of artificial intelligence in research development and administration, and continued at Emory Law. At the Georgia Institute of Technology the delegation sat in on the research practicum of the Law, Data and Design Lab, where students present the code they have written to extract information from documents recording criminal sentences. Georgia State University presented its Legal Analytics and Innovation Initiative and its model of experiential education, and the University of Georgia hosted the delegation at its School of Law, the Dean Rusk International Law Center and the Institute for Artificial Intelligence.

Two things followed from the visit directly. An application for a reciprocal visit was prepared and submitted, which brought Emory faculty to Tbilisi in June 2026. And the contact made with the Database for AI Litigation at George Washington University became the basis for the proposal for a European branch of that repository.
